WILLIAM GILL, new director of news from KQV, says he has his sights trained on the station news operation he regards as his chief competition, KDKA radio. . . . Gill,  came from WSAI, the Cincinnati station recently taken over by Ernie Tannen, former manager of WEEP, has an extensive background in writing radio editorials, but policy of the ABC network, which owns KQV, is anti-editorial. . . . However Gill's presence means the station will expand it's news service. . . . Remaining on the KQV beat is Ken Hildebrand, who had been acting as news director and is one of the hardest working radio newsmen. . . . Gill returns Cincinnati briefly April 20 - to get married.
