JOHN GIBBS, general manager of KQV, is resting easier now that the board of the American Broadcasting Company has turned down a bid by Crowell-Collier to purchse his station, a key owned and operated network outlet . . . The board also turned down offers to purchase ABC radio stations in New York, San Francisco and Los Angeles by Westinghouse, owner of KDKA.
