   KQV-RADIO has finally admitted last week's announcemnet that it's format will be all news, come Oct. 15.
   Most curious here is the status of Mayor Pete Flaherty, who insists that his position is unchanged vy the switch to all news at KQV.
   KQV general manageer Bill Irwin says that KQV will not have any local talk shows, but when asked about the mayorm Irwin responds with "no comment."
   Will the mayor be forced into a life of drudgery as the mayor? Or will be find excitement and happiness asa local radio presonality?
   Only His Honor knows for sure. And he doesn't really now for sure.
